| 内容記述 | The Arms Trade Treaty (hereinafter referred to as “ATT”) was adopted by the General Assembly of the United Nations on 2 April 2013 and the ATT was opened for signature after two rounds of diplomatic conferences, which failed to agree on the treaty text. As the ATT entered into force on 24 December 2014, the first session of the Conference of the States Parties was held between 24 and 27 August 2015 and an extraordinary session was held on 29 February 2016. These conferences adopted a series of important decisions about the seat of the secretariat, rules of procedure, financial mechanisms, etc. Thus implementation of the ATT has fully begun. This article tries to evaluate the process to establish a treaty implementation regime focusing on whether the relevant decisions were pertinent for implementing the ATT from the viewpoint of the secretariat functions, strengthening implementation, universalisation of this Treaty, all of which are vital for the Treaty to function effectively. | |||||||||||
