Since the 1980s financial liberalization and globalization have been promoted rapidly，an d a vast volume of money has shifted from one market to others through the computer networks in the world.\nLieman Brothers Shock which happened in 2008 autumn now influences a serious recession. The monetary policy seemed not to be effective and the outcome of the accelerated competition has led to the difference between the wealthy group and the poor group; especially in Japan the local area has been declining seriously.
