| 内容記述 | This article examines the international political thought of Lord David Davies. Having contributed to the creation of the first-ever chair and department of international politics in the world, established in Aberystwyth, Wales, he is widely known as one of the founders of International Relations as an academic discipline. Less well known is his plan to establish an International Police Force with a view to strengthening the League of Nations. Previous research has highlighted some important aspects of his proposal, but has failed to examine it in relation to the historical contexts within which it had been formulated. This has led to a mistaken notion that his proposed International Police Force would have been tasked chiefly with enforcing law and order in international relations. The primary aim of this article is to contextualise Davies’s plan for an International Police Force, showing its connection to the interwar debate on the problem of peaceful change. As this article illustrates, he envisioned a system in which an International Police Force would work in tandem with an Equity Tribunal to bring about equitable changes in the international status quo in a peaceful manner. |
