| 内容記述 | This paper summarizes the history of Kazakhstan’s present pension system and describes the six main pension plans which form the present system. After the collapse of the Soviet Union, Kazakhstan’s pension system changed significantly in the ensuing economic turmoil. In the 1990s, it became difficult to maintain the pay-as-you-go pension system that had been in place since the Soviet era, so the system converted to a funded pension system in 1998. Since then, the pension system in Kazakhstan has been revised many times, including the introduction of a basic public pension in 2005 and integration with the unified funded pension fund and transfer to it in 2013. The system consequently has a complicated three-tiered structure now. As Japan is currently facing the problem of an aging society with a declining birthrate, it is important to learn from the experience of Kazakhstan. Kazakhstan’s experiences suggest that the transition from a pay-as-you-go system to a funded system may not proceed as we expect. In addition, it reminds us that the governance of organizations managing the pension system and the establishment of sound financial systems, such as an efficient capital market and free financial transactions, are vitally important for public confidence in the pension system. | |||||||||||||
