| 内容記述 | Teacher competency, perhaps more than any other single factor, affects the amount of students' learning gains so it is a key to successful education. Teacher competency is connected to the perspective on education and schools of the times. Furthermore，it is reflected in teacher preparation programs and teacher certification. This paper examines the trends and problems of teacher competency，teacher preparation programs，and teacher certification after recommendations of the National Council on Educational Reform，which was founded in 1984 and has made deep impacts on educational reforms since then. |
