| 内容記述 | The aim of this paper is to propose a revision in Designated Manager System for the community parks(gaiku-koen) in Hiroshima City. The Hiroshima City government introduced the Designated Manager System in the year 2006 for various public facilities including community parks. For the case of a community park, a community group such as a neighborhood association is supposed to become the Designated Manager. Among almost 1,000 community parks in Hiroshima, only 42 parks are currently under the Designated Manager System. The author conducted a survey to find the reasons for community associations not applying for the Designated Manager System of their parks. The survey identified various reasons for a community association to hesitate to become the manager. Among many reasons "a fear of the unknown" is a major factor. Based on the survey results, the author proposes government policies so that a community organization will be willing to become a park's Designated Manger, and as a consequence the park will become a core facility to tie community people together, thereby enhancing their welfare and well-being. | |||||||||||
