However recently it has been argued that the presence and meaning of non-profit care providers have diminished. The reasons include crowding out of non-profit providers as a result of the rapid growth of institutional services, and homogenization of three providers following the same regulated services. However, it should be said that the roles of citizen-driven non-profit care providers have been largely ignored for their less competitive feature, and their actual situation and contribution has not been understood correctly. \nTherefore, in this article the current status and the shortages of the Long Term Care Insurance services for the elderly are discussed, and the roles of citizen-driven non-profit care providers are reexamined.
