| 内容記述 | When Long Term Care Insurance was introduced in 2000, citizen-driven non-profit care providers were expected to deliver diverse services for the elderly ― institutional and beyond ― ,based on their particular mission, which differes from for-profit and public providers. However recently it has been argued that the presence and meaning of non-profit care providers have diminished. The reasons include crowding out of non-profit providers as a result of the rapid growth of institutional services, and homogenization of three providers following the same regulated services. However, it should be said that the roles of citizen-driven non-profit care providers have been largely ignored for their less competitive feature, and their actual situation and contribution has not been understood correctly. Therefore, in this article the current status and the shortages of the Long Term Care Insurance services for the elderly are discussed, and the roles of citizen-driven non-profit care providers are reexamined. Hereafter, the sustainability and diversity of citizen-driven non-profit care providers for the elderly are examined by using an original survey conducted to analyze contents and amounts as well as users’ profiles of services provided by these organizations. |
