内容記述 | This article examines how Japanese elites have discussed “Keizai-gaikou (Economic Diplomacy)” in postwar Japan, for the purpose of locating today’s arguments in a historical context. The term Keizai-gaikou is a historical one. It can be traced back before World War II, but has had a special meaning for Japanese elites in the postwar period. This is because this word has been used extensively in close relation with Japan’s position in the postwar world. That is to say, it was used in the first era (1952–73) to make room for a “new” Japan as a result of the war defeat, in the second era (1973–97) to maintain Japan's position, which made possible its high economic growth or which its growth had enabled, and in the third era (1997–) to regain its status after the socalled lost decade of stagnant economic growth. However, to discuss Keizai-gaikou to replicate Japan’s place of the “past” in the present world means that Japanese elites actually intend to restore only a convenient past in relation to the future or to erase an undesirable past from the history of Japan. The Japanese past that they believe inconvenient is the one that contains the factual history of Japan's war and colonial rule in Asia. Therefore, if the Japanese people hope to create a better future, it is critical not to selectively recreate the past but to learn from past experience. |
