| 内容記述 | This article explores the structure of public-private partnerships (PPP) at the Setouchi International Art Festival (SIAF), held triennially at remote islands in the Seto Inland Sea. SIAF is operated by unique partnerships that include private foundations and corporations, volunteer organizations, local organizations, as well as prefectural and municipal governments. At the most recent SIAF 2013, the partnerships successfully invited internationally renowned artists and drew an audience of more than one million. Further, the partnerships contributed to the success of SIAF through raising private funds and a volunteer workforce. It is notable that a private art producer and a private director, both heads of private arts organizations, effectively lead SIAF. This flexibility to encourage private sector contributions is understood to be instrumental to SIAF’s success. However, some local residents at the hosting islands have expressed dissatisfaction with the purportedly self-righteous attitudes of SIAF’s leadership. PPP is expected to update public services with the private sector’s innovative ideas, but the noted disconnect between the innovative ideas of the private sector and the public’s interests may yet be another challenge to PPP. |
