| 内容記述 | This article reports research results on the developmental process of both the Western Union Defence Organization (WUDO) and the North Atlantic Treaty Organization (NATO) during the early Cold War period. NATO transformed itself into a large peacetime military organization from 1949 to 1955. It is important, however, to note that NATO was not intended to become such a large military organization when the North Atlantic Treaty (NAT) was signed in April 1949. Investigating WUDO, this article provides new evidence and insights on a collective defense organization based on archival research in the United States (U.S.) and the United Kingdom (U.K.). The article finds that WUDO, not NAT, had vigorously developed its military organization until the end of 1948, but the development stagnated soon after. This research also discovers that the U.S. government had not intended to develop NAT into a large military organization before the Korean War occurred. Rather, it intended that Western European countries would build their own defense system as much as possible without American military commitment. Focusing on the developmental process of WUDO, the article reveals why WUDO did not make progress from 1949 and what constraints WUDO faced. |
